ANGEL is a Prepaid Mastercard issued by ePaylinks Technology Co. Ltd under the license of Mastercard Asia/ Pacific Pte Ltd. ANGEL Mastercard is accepted at over 33 million locations in over 210 countries; it's very widely accepted by online merchants as well. ANGEL Mastercard also allows you to withdraw cash at any ATM worldwide that bears the Mastercard / Cirrus logo.
The ANGEL Card is a prepaid Mastercard®. ANGEL Card does not provide any credit; cardholder has to top up before use.

ANGEL also provides cardholders with discounts and privileges at various merchants and service providers around the world. Exclusive ANGEL Mastercard offers and privileges are regularly updated on the ANGEL App or www.CardAngel.com.
There are 3 types of ANGEL cards: 1-star, 3-star and 5-star with HKD, RMB and USD accounts.
There are differences on the security level, maximum account balance and transfer limit. 3-star and 5-star ANGEL cards can be stopped via the report loss system thereby reducing cardholders’ risks. For details please refer to the Limits and Fees Table.
Metrotec Solutions Limited is in partnership with ePaylinks Technology Co., Ltd (“ePaylinks”), the issuer of ANGEL - [安游] - a prepaid Mastercard for Mainland Chinese Travelers. ANGEL is issued and circulated pursuant to the license from Mastercard Asia/Pacific Pte. Ltd. ePaylinks is an authorized issuer of prepaid Mastercard® with the Stored Value Facility (“SVF”) license SVF0011 issued by the Hong Kong Monetary Authority (“HKMA”).
The ANGEL App enables users to:

• Be updated with exclusive ANGEL Card offers and privileges at merchants
• Receive instant confirmation messages on each login and on any transaction

The ANGEL App is available on both Apple’s App Store and Google Play. At the moment, our app supports iPhones (iOS 7 or above) and Android phones (Version 4.4 or above).

You need to download the ANGEL App and complete the registration process. You will need to provide a copy of your Hong Kong / China Identity Card (both sides), or passport(For non-China and Hong Kong citizens).
The Card is HKD 300 each, paid during application via the App. Please also refer to the Fee Table for details.
After downloading the ANGEL App, you can start opening an ANGEL account.
All you need is to fill in your name (as shown on identification documents) and a valid phone number. You will need to take a photo of HKID or China ID (both sides), your passport(For non-China and Hong Kong citizens) and use your smartphone to take a selfie for verification. We will check and process your account registration within 7 working days.
You can open an ANGEL account if you are NOT a citizen of any country on the sanctions list. If you have a valid ID or passport(For non-China and Hong Kong citizens), simply fill in your personal information and mobile phone number.
Cardholders can submit their personal identification information to upgrade their 1-star (anonymous) ANGEL card to a 3-star (real-name registered) ANGEL Card: -
1. Go to “My account” in ANGEL App
2. Press “Upgrade Your Account” (refer to picture below)
3. Input all the required info and submit your ID/Passport(For non-China and Hong Kong citizens) and Selfie through the App
Upgrade approval will be completed within 7 working days, upon receipt of all proper documents.
Once you have successfully completed the registration process, your card will be sent to you within one week in Hong Kong and China; shipping time may vary for other destinations.
ANGEL Card does not require a monthly or annual fee; the ANGEL App is also free to download. With ANGEL card, there is no transaction fee as you shop worldwide, online or offline. However, you may be charged for some specific services, such as shopping in foreign currencies, ATM withdrawals, refunds, card replacements etc. Please refer to the Fee Table for details.
The validity of an ANGEL card is about 2 to 3 years.
Each cardholder with the same ID or each mobile phone number can have a maximum of 2 ANGEL Cards. However, total annual transaction of each cardholder (that is, the total transaction amount of spending, transfers and ATM) are:
3-Star - 90,000RMB / 100,000HKD/ 13,000USD and
5-Star - 180,000RMB/ 200,000HKD / 26,000USD
There are anonymous and real-name registered ANGEL Cards. Anonymous (1-star) card can only be topped up and used for consumption but cannot make transfers, withdrawals or report loss. However, Cardholders can submit ID and other personal information to upgrade from an anonymous (1-star) to a registered (3-star or 5-star) ANGEL Card.
A registered ANGEL Card is secured with an ANGEL account and the card can be used for top-ups, consumptions, transfers, ATM withdrawals and report loss. For details, please refer to the Limits and Fees Table.
Cardholder can upload identification document and other personal information to the ANGEL card official website (www.CardAngel.com) or the ANGEL APP so as to upgrade from an anonymous (1-star) to a registered (3-star) ANGEL Card.
Hong Kong cardholders can upgrade a 3-star ANGEL card to a 5-star card by topping up via interbank transfers (except for Bank of China or any bank which does not show “Sender Bank Account Name”).

2. ID card back image of guardian (Applicable to China ID cardholders)

First-time users of ANGEL App will be prompted to set up their password and payment PIN. The login password is required to access the App, while the payment PIN is a 6-digit password for ATM withdrawals, certain retail Point of Sale transactions and fund transfers within the App.
“Login password” is the security code to access ANGEL App, while “PIN” is the 6-digit code for financial transactions (e.g. for cash withdrawals at ATM machines).
Upon receiving your ANGEL Card, you can set your own 6-digit PIN under Profile in the ANGEL App by tapping “PIN”.
Tap the “Change Card PIN” button under “My Account” in the App, tap “Get” and a verification code will be sent to your registered phone. Enter the code and follow the steps below:
Tap “Forgot” on the login screen of ANGEL App or www.CardAngel.com, a new login code will be sent to you by SMS.
Please tap the “Forgot” button if you forget your Login password, we will send you a new login code by SMS.
For security reasons, your account will be locked if you input wrong login passwords for 5 times.

Upon the receipt of ANGEL card, you can activate it by tapping “Activate / Apply” in the ANGEL App.

How to top up ANGEL card using your bound China Bank card?
1. Login ANGEL App
2. Go to “My Account” and click “Top up (RMB/HKD)”
3. Input Top up amount.
4. Click “Top up”
5. Click on your China bank card
6. Click on “Verification Code” to get your code
7. Input your “Verification Code” to confirm your top up amount
8. If a confirmation SMS is received, that means your money have transferred to your ANGEL card.
ANGEL account can be topped up from foreign bank accounts by bank transfer. However, the bank in your home country and the receiving bank in Hong Kong may charge a fee. When performing such top-up, the transfer has to be done from a bank account under your name.

If a top-up is received before 3:00pm (Hong Kong Time) on a business day, your money will reach your ANGEL account by 6:30pm on the same day. Any top-up that is received after 3:00pm or on a non-business day will reach your ANGEL account by 6:30pm on the following Hong Kong business day.
For Top-Ups in Hong Kong:
For interbank transfer, most banks take 1-2 business days to process regular (free) e-transfers. Balance will only be updated when your fund is received.
For BOC e-transfers or cash deposits, if the top-up is received before 3:00pm (Hong Kong Time) on a business day, your money will reach your ANGEL account by 6:30pm on the same day. Any top-up that is received after 3:00pm or on a non-business day will reach your ANGEL account by 6:30pm on the following Hong Kong business day.
For Top-Ups from Overseas:
Please check with your bank the time required for transfers to Hong Kong.
Maximum balance varies depending on the level and characteristic of your ANGEL card. 5-star cardholders can have up to HK$100,000 or RMB90,000 or USD13,000 in their ANGEL Accounts. For details, please refer to the Limit Table.

We do not recommend using ANGEL Card for pre-authorisations. Since merchants may hold the pre-estimated amount, the actual available balance might not be correctly shown in ANGEL account; and it may take up to 45 days for the pre-estimated amount to be available for use again.

It takes about 7 to 45 working days depending on the amount of fund. Generally, refund amount under HKD500 will take 7 working days.
You can still use and top up your ANGEL Card; however, you will not be able to check your Card balance or receive notifications.
Upon receiving a new phone, download the ANGEL App again and login with the same information. If your mobile phone number has been changed, please contact us at AngelCare@cardangel.com so we can update your profile.
If you lose your ANGEL Card, you should lock your card immediately.
Go to “My Account” in ANGEL App
Tap the “Disable Card” icon and enter your PIN to block your card.
Once you have located your ANGEL Card, please tap the “Enable Card” icon and enter your PIN to unblock your card.
For security reasons, your account will be locked if you input wrong login passwords for 5 times.
Please tap the “Forgot” button if you forget your Login password, we will send you a new login code by SMS.
Your card may be locked due to security reasons. If wrong PIN is entered 3 times at an ATM or in a store, ANGEL card will be locked until 00:00 Hong Kong Time. The card will be unlocked automatically afterwards.
If transactions fail multiple times due to insufficient fund, ANGEL card will be locked. Cardholders should call Customer Service at +852 2812-0100 for assistance.
You may check the card balance in ANGEL App.
Abnormal transaction or card expiration etc. may result in the card being suspended; cardholder can check with customer service at +852 2812-0100 or 24-hour China toll-free +86 400-678-6688.
When the card is suspended, you cannot access your account via the ANGEL website/App or transaction fails.

Customer Service will contact cardholder before the expiration date of the card.
In case the cardholders do not have a bank account/WeChat wallet in Hong Kong or China, cardholders are suggested to clear the balance through spending before the cancellation due date. Cardholders can also transfer the remaining balance to another valid ANGEL Card. Cardholders are required to pay for all the remittance handling charges of returning balance to an overseas bank account.
The return of balance will be paid with the same currency of cardholder’s ANGEL Card, either to cardholders’ HKD/RMB bank account in Hong Kong or China or to their WeChat wallet.
